Review framework

Individualized accommodation review

A practical checklist for agencies, transit providers, businesses, courts, healthcare reviewers, and accessibility teams.

An accommodation review should distinguish discomfort with unfamiliar devices from evidence of actual direct threat.

1. Disability related use

Is the person using the device because of a mobility disability?

2. Functional limitation

What functional limitation does the device mitigate?

3. Physical accommodation

Can the device be physically accommodated in the environment?

4. Actual direct threat

Is there a genuine direct safety threat based on actual risk, not speculation?

5. Narrow restrictions

Can restrictions be environment-specific rather than categorical?

6. Effective alternatives

Are alternatives equally effective, or do they impose avoidable burden?

7. Documentation

Is the decision documented and reviewable?
